A city will not live and develop without infrastructure. It could be a network infrastructure of electricity, waste management, providing a source of fuel, water supply, provision of means of transportation (including roads), public parks, etc.

Why should bulid the infrastructure? Due to the absence of infrastructure, the urban economic activity (production, distribution, consumption) will go well. You can imagine what happens with an industry without a good electric network. With good infrastructure, people will not hesitate to invest, trade, opening an independent business. This sort will grow fields of work. Which can suppress unemployment.

We need to look together is that the need for infrastructure is constantly increasing, not stack at one point in time. This was due to an increase and population growth over time. When will the growth of infrastructure development that does not go hand in hand in accordance with population growth, then rest assured that will happen is also increasing unemployment and rising poverty. The logic is very simple, population growth need jobs, jobs need people to open a business or to invest, the investment need of infrastructure.

Then who should build the infrastructure? Surely the government. And in the infrastructure development, indeed the government must be prepared to lose. Not even think to make a profit there.

When the tax is misused, it is not used for the construction of appropriate infrastructure, should not be surprised why so many poor people in the city. So also with the community, when people do not pay taxes, then do not protest if welfare of the people in your area are still low.
